The discard effect is added at the bottom of the card's effect. This it will be the last part of the spell's effect to happen, right before Mana release and discarding.
Giving an additional effect to another spell is considered a unique "effect granting" that only applies to the effect of adding a discard from the top of the deck to another spell.
If Time Acceleration were to gain an additional effect itself, it would not be granted to any spell that uses Time Acceleration as a component.
