The action from the first ability counts as putting a spell in preparation and thus activates any ability that would apply on this condition.

The second ability requires you to keep the swapped spell at the exact same place in your discard pile. Same goes for your hand, but you can move your hand around as much as you want so yeah the hand part isn't as relevant.
